








I-Team: Mayor's Brother Takes Fifth At Hearing

PROVIDENCE -- The brother of Providence Mayor David Cicilline took the Fifth Amendment at a hearing in federal
court on Monday when he was asked about allegations he promised clients facing prison on drug charges he
could the gases dropped in exchange for thousands of dollars, the I-Team's Jim Taricani reported.
John M. Cicilline, a defense attorney, and Lisa Torres, a paralegal, are accused of conning drug dealers out of
tens of thousands of dollars and using Providence police detective Scott Partridge to help fix cases.
The city of Providence is trying to quash a subpoena of records of Partridge. Defense lawyers want to know how
Partridge got to go to the Super Bowl in 2004.
Testimony given Monday indicated that Cicilline and Torres told numerous clients, all facing drug charges, that
Cicilline could get cases fixed because he had a number of Providence police officers he was paying off.
But there was also testimony that Cicilline never made good on those promises, but took the money anyway.
Paul Price, the father of accused drug dealer Khalid Mason, testified that Cicilline and Torres demanded and
received $25,000 with a promise that they could get the charges against his son dropped.
When Torres met with Price, she reportedly claimed, "I don't want to get into details, but we do this (fix cases) all
the time. Johnny's my boss. Scotty Partridge is the detective."
Torres said on one occasion Cicilline arranged for Partridge to go to the 2004 Super Bowl in exchange for helping
to fix a case.
But on cross-examination, Cicilline's promises and claims he has a police officer in his pocket were challenged.
Price said he never saw Cicilline meet with Partridge, a prosecutor or a judge to get a case fixed for the $25,000 he
paid to the lawyer.
Cicilline walked out of the courtroom without comment.
Providence Police Cmdr. Paul Kennedy said, "It would not be appropriate to comment while the hearing is going
on, but we are looking forward to commenting at the proper time."
Mayor David Cicilline had no comment.
The I-Team has learned from reliable law enforcement sources that Partridge did not attend the 2004 Super Bowl
and went the following year.
