not to profit from such legislation like he pushed in 1999, the Gramm

WASHINGTON --- Serena Conley, Rep. Jack Reed's girlfriend, recalls the White House Christmas party they
attended last year. Several congressmen approached her - people she didn't even know.....

"They were really impressed," she says. "They talked about
how persistent he was, especially for a freshman
congressman."....

He likes to tell about
how he went from door to door seeking out House members on the Banking
Committee
.... Finally he got the attention of Rep. Henry Gonzales, D-Texas, the chairman....

In 1991 he got $207,450 in contributions from political action committees, national money-raising
organizations with specific agendas that target politicians friendly to their cause. PACs, as they are called, have
become a symbol of the special-interest politics that drives Capitol Hill and alienates the voter.

Reed's Democratic opponent in the Sept. 15 primary, former state Rep. Spencer Dickinson, points to Reed's
PAC fund-raising success - Reed ranked 12th among House members in garnering PAC money in 1991 - as
a sign of his ties to "the system," and his "willingness to sign on with the leadership" - a leadership Dickinson
says has got the nation into such a mess.
He argues that by accepting PAC money, Reed is beholden to
big-money special interests.

When asked about the PAC money, Reed dodges. "The basis of our support are the thousands of Rhode
Islanders who have contributed," he says. "They understand I'm a hard-working member of Congress."...

When Reed mentioned he had been assigned to the Banking Committee, D'Amato, the panel's chairman,
said, "Oh, great!" and asked tocall Reed about some upcoming legislation.....
Plenty of prominent Rhode Islanders were on hand, from bankers Terry Murray of Fleet and Larry Fish of
Citizens
to the veteran pols Richard Licht, a onetime Senate candidate, and Jeff Teitz, a former state senator
nowemployed by Reed's new committee, Labor and Human Resources....

Denise Hyland Dangremond and her husband, Robert, of Barrington, got a call from the White House two days
before President Clinton and First Lady Hillary Rodham Clinton visited Block Island.
Would the Dangremonds care to join the Clintons for dinner?
They would be delighted, of course.
And the Dangremonds were still delighted last week after their brief visit with their old chums, the Clintons.
The Dangremonds have been perhaps one of the best-kept secrets in Rhode Island, long-time friends of the
first family who have managed to stay out of the public eye.
But they landed in the spotlight Aug. 17, when they appeared at Block Island's Atlantic Inn as dining
companions of the Clintons, Sen. Jack Reed and Reed's date, Serena Conley. Also at the table were Chelsea
Clinton and a friend of Chelsea's from Washington....

Conley was community
relations manager for Fleet Bank from 2000 to 2001
and was a
longtime Providence school teacher and principal, who retired as principal of Alan Shawn Feinstein/Broad
Street Elementary School in 1998. Conley Stadium at Mount Pleasant High School is named for her late father,
Joseph, who was a U.S. marshal. She worked on Democrat Patrick Lynch's campaign for attorney general this
year.


Conley expected to take over as Providence's top license official

PROVIDENCE -- Richard H. Aitchison, longtime city license administrator, who helped to implement a more
formal and more open decision-making process in licensing matters, has quietly retired from his
$72,774-a-year post.

He is expected to be succeeded by Serena Conley, director of community relations for Mayor David N.
Cicilline....

In addition to supervising a small staff, the license administrator coordinates or at least keeps tabs on a variety
of actions by state and local government, such as inspections, that must occur before the board issues a
license.
